Section 1 – Background

University of Al-Maarif (UOA) recognizes that achieving the Sustainable Development Goals (SDGs) requires strong partnerships that link education, government, business, and civil society. As Iraq rebuilds its economic and social systems after decades of conflict, universities play a decisive role in fostering collaboration, research exchange, and community innovation.

This report demonstrates how UOA contributes to SDG 17 – Partnerships for the Goals through a multidimensional framework encompassing policy cooperation, capacity development, joint research, and regional outreach.

The University’s sustainability vision—“Knowledge for a Resilient and Inclusive Future”—underpins all activities. Through structured engagement with ministries, municipalities, international agencies, and private sector actors, UOA provides a platform for collective impact in fields such as energy, health, education, environment, and digital transformation.

Key 2021–2024 achievements include:

  • 31 formal partnership agreements with national and international institutions.
  • 12 joint research projects aligned with SDG 4, 7, 9, 11 and 13.
  • Cooperation with 6 UN agencies and development organizations (UNDP, UNESCO, UNHCR, WHO, GIZ, ICRC).
  • Launch of the UOA Partnership and Innovation Forum (2023)—a national platform connecting academia, government, and industry.
  • Capacity-building programs for more than 2,000 students, officials, and community leaders on sustainability and governance.

Through these partnerships, the University fosters mutual learning, resource sharing, and policy alignment, ensuring that the SDGs are embedded within national and institutional priorities.


Section 2 – Institutional Vision and Governance

2.1 Strategic Vision

UOA’s sustainability strategy views partnerships as instruments of transformation. The University’s core philosophy is that collaboration magnifies institutional capacity and societal impact. Its SDG 17 agenda aligns with:

  • Iraq Vision 2030, emphasizing international cooperation and knowledge economy.
  • Ministry of Higher Education’s Green University Initiative (2022).
  • THE Impact Ranking framework, integrating measurable targets for partnerships and research.

2.2 Governance Framework

Partnerships are coordinated through the Office of International Cooperation and Sustainable Development (OICSD), supported by:

  • University Sustainability Council (USC) – policy oversight and SDG integration.
  • Directorate of External Relations (DER) – formal agreements, MoUs, and communication.
  • Research and Innovation Council (RIC) – interdisciplinary projects and grants.

Each academic department designates an SDG Focal Point who reports on collaborative outputs, ensuring whole-of-university coherence.

2.3 Transparency and Accountability

All MoUs, project summaries, and annual SDG reports are published through the UOA Open Partnership Portal, an online platform providing public access to data on collaborations, funding, and outcomes. The system enhances transparency, accountability, and benchmarking.
