It calls for collective efforts among governments, academia, civil society, and the private sector to achieve the United Nations’ 2030 Agenda. The University of Al-Maarif (UOA) in Iraq recognizes that meaningful partnerships are fundamental to advancing the SDGs within the Iraqi context. Through cross-sector collaboration, academic alliances, research partnerships, and engagement with governmental and non-governmental actors, the university actively contributes to national development and global sustainability.

As Iraq continues to rebuild its socio-economic and educational systems in the post-conflict era, UOA has positioned itself as a national leader in academic partnerships, international cooperation, and social innovation. The university’s engagement with local and international partners reflects its dedication to fostering knowledge exchange, promoting sustainable development, and addressing pressing regional and global challenges through education and research.

National and Regional Collaboration on SDG Policy (SDG 17.2.1)

Governmental and NGO Partnerships

The University of Al-Maarif plays an active role in Iraq’s evolving sustainability framework by collaborating with governmental ministries, non-governmental organizations (NGOs), and international agencies on SDG-related initiatives. UOA contributes to policy dialogues, research, and pilot projects that align national priorities with the SDGs — particularly those concerning education (SDG 4), economic growth (SDG 8), innovation (SDG 9), and environmental sustainability (SDGs 13–15).

Through cooperation with the Ministry of Higher Education and Scientific Research (MOHESR), UOA participates in developing frameworks that integrate SDG indicators into academic programs and institutional strategies. Moreover, the university works alongside NGOs and local authorities in Anbar Governorate to design and implement community-based projects focused on sustainability education, renewable energy awareness, and post-conflict social resilience.

These efforts reflect UOA’s belief that higher education institutions serve as catalysts for shaping evidence-based public policies that strengthen Iraq’s national progress toward the 2030 Agenda.

Cross-Sector SDG Dialogue (SDG 17.2.2)

Participation in Multi-Stakeholder Platforms

The University of Al-Maarif engages in national and international conferences, policy forums, and academic dialogues focusing on sustainable development and education transformation. UOA faculty, researchers, and students regularly participate in roundtables hosted by the UNDP Iraq Office, the Arab League Educational, Cultural and Scientific Organization (ALECSO), and regional sustainability networks.

The university has co-organized workshops with government bodies to discuss the role of Iraqi universities in SDG implementation, fostering a culture of collaboration across academia, business, and civil society. These platforms allow UOA to contribute research insights and policy recommendations on topics such as green innovation, digital transformation in education, and social entrepreneurship.

By participating in such dialogues, UOA strengthens its leadership role in Iraq’s academic sector and reinforces its reputation as an SDG-centered institution driving change through knowledge-sharing and collaboration.

International SDG Data Collaboration (SDG 17.2.3)

Building Data Networks for Global Reporting

Recognizing that data-driven insights are vital for sustainable progress, the University of Al-Maarif collaborates with international research consortia and organizations to support the collection and analysis of SDG-related data. UOA participates in joint monitoring projects with academic partners in the Middle East and Europe to measure sustainability indicators related to education quality, environmental protection, and gender equity.

Through research units within the university, such as the Center for Sustainable Development and Policy Studies (CSDPS), UOA contributes to developing localized indicators that align with UNESCO and UNDP data frameworks. The university’s data contributions assist in filling knowledge gaps regarding Iraq’s environmental recovery, educational equity, and economic resilience, providing evidence-based tools for policymakers.

In partnership with UN-Habitat Iraq and local municipal councils, UOA researchers have also engaged in mapping sustainable infrastructure needs and urban resilience indicators for Western Iraq. These data collaborations enhance transparency, accountability, and policy coherence in national development planning.

Best Practice Exchange and Comparative Research (SDG 17.2.4)

International Research Partnerships

The University of Al-Maarif maintains a growing network of international academic partnerships that enable the exchange of best practices and comparative studies related to SDG implementation. Through memoranda of understanding with institutions in Jordan, Turkey, Malaysia, and the United Kingdom, UOA participates in collaborative research on sustainable governance, renewable energy policy, and higher education reform.

These partnerships promote mutual learning and innovation, allowing UOA to benchmark its initiatives against international best practices while tailoring them to Iraq’s unique socio-economic context. Joint publications, exchange programs, and academic conferences foster a spirit of collaboration and shared responsibility for global sustainability.

For example, UOA’s collaboration with the British Council’s “Going Global Partnership” has facilitated faculty development programs that integrate sustainability across disciplines, ensuring that the university’s academic environment supports interdisciplinary problem-solving.

NGO SDG Partnerships (SDG 17.2.5)

Collaborating with Civil Society for Sustainable Development

UOA’s partnerships extend beyond academia and government to include local NGOs, community organizations, and youth networks that work toward advancing the SDGs. The university recognizes the essential role that civil society plays in achieving inclusive development and actively engages in joint initiatives that bridge education, social welfare, and environmental stewardship.

Community Development Initiatives

UOA works with NGOs such as the Iraqi Red Crescent Society, Save the Children Iraq, and Al-Khair Foundation to implement programs focused on youth empowerment, digital literacy, and post-crisis community rebuilding. These collaborations have led to the development of sustainability workshops, capacity-building seminars, and educational outreach campaigns in rural and underserved communities.

Environmental and Climate Partnerships

Aligned with SDG 13 (Climate Action) and SDG 15 (Life on Land), UOA has initiated partnerships with environmental NGOs to promote reforestation, waste reduction, and biodiversity conservation across Anbar. The university’s “Green Campus for Iraq” initiative includes collaborative projects with local municipalities and eco-focused NGOs to plant native trees, reduce campus emissions, and promote environmental awareness among students.

Economic Empowerment through Partnerships

UOA also partners with entrepreneurship-focused NGOs, such as the Iraqi Innovation Hub and UNIDO’s Enterprise Development Programme, to support startups and SMEs that contribute to Iraq’s sustainable economy.
